This is usually friendly and not aggressive.

If someone approaches you and you are not interested, a simple response is enough.

A friendly no thank you and continue walking is perfectly fine.

You do not need to explain yourself.
You do not need to feel uncomfortable.
You are not obliged to buy anything if you do not want to.
